Collecting Household Waste in Dakar: Does it Cost That Much? An Application of Contingent Valuation
Abstract
The objective of this paper is to demonstrate how one might improve financing of the household waste collection system in Dakar, using the contingent valuation method. Our results show that household willingness to pay is far beyond what is being actually collected through TEOM (“Taxe d’Enlèvement des Ordures Ménagères”, a flat-rate tax imposed by local government to finance waste collection). The implementation of a unit based collecting fee is ultimately advocated.Downloads
